Preheat the oven to 350°F (175°C). Line a 9×9 inch (23×23 cm) baking pan with parchment paper, leaving overhang on sides for easy removal.

In a stand mixer fitted with the whisk attachment, combine brownie mix, eggs, oil, and milk. Mix on medium speed until smooth and well-incorporated.

Pour the brownie batter into the prepared pan, spreading evenly to corners.

Arrange Halloween Oreos in a single layer on top of the brownie batter, covering the entire surface.

Bake in the preheated oven for 25-30 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.

Allow the brownies to cool completely in the pan on a wire rack.

While brownies cool, prepare the orange frosting. Scrape the filling from approximately 10 Oreos and add to the white/vanilla frosting along with 1 teaspoon of orange food coloring gel. Mix until fully combined and evenly colored.

Spread the orange frosting in an even layer over the cooled brownies. Refrigerate for 30 minutes to set.

Remove from refrigerator and spread the milk chocolate frosting over the orange layer. Crumble remaining Oreos and sprinkle evenly across the top.
