In a large non-stick skillet over medium-high heat, brown the ground beef with onion and garlic. Stir and crumble the meat until fully cooked. Drain excess grease. Add taco seasoning and water, continuing to cook for about 5 minutes until the seasoning is fully incorporated.

Heat the hard taco shells according to package instructions or in the microwave until warm.

Take one flour tortilla and spread 2 tablespoons of refried beans evenly over the top. Place a warm hard taco shell in the center of the tortilla, then fold up the sides of the tortilla to adhere to the shell.

Repeat the assembly process with all remaining tortillas and shells. Fill each taco with the seasoned beef mixture and your preferred toppings.
